Belton Local Use Tax on the ballot

On April 3, 2018, Belton voters will be asked to consider a local use tax on the purchase of goods from out-of-state businesses that would normally not charge sales tax. The most common example of this is online purchases. If approved, the local use tax rate will mirror the local sales tax rate of 2.75%.

The Missouri legislature requires every city to have voters approve a local use tax by November 2018 or lose local tax revenue on online purchases. This is not a new tax. "Use Tax" is the local mechanism to ensure taxes paid by Belton residents are returned to local government to maintain ongoing city services.

What's the difference between Sales Tax and Use Tax?
Shoppers would continue to pay 2.75% sales tax (Belton's sales tax rate) at local retailers.  If approved, shoppers would pay 2.75% local use tax on purchases made online from out-of-state businesses with a physical presence in Missouri (Target, Walmart, Amazon, etc.).

Sales Tax and Use Tax CANNOT be applied at the same time. You will NEVER pay both.

What would the city do with this revenue?
If approved, this could add $200,000-$300,000 annually to the city of Belton's revenue. This can help fund capital items including new police and fire equipment and public facilities and infrastructure.

If I vote "Yes," what does that mean?

A "Yes" vote will allow Belton to collect taxes lost to online purchases. It will add an estimated $200,000-$300,000 annually to the city's revenue for vital city services, like police and fire equipment and public infrastructure.

If I vote "No," what does that mean?
A "No" vote means the city will continue to lose tax revenue to online sales. It may eliminate up to $300,000 annually from the city budget. This means possible reduction of equipment and services like public safety and public works.
